CHAPTER ONE
Introduction
Chaque pays a son propre système de gouvernement c’est-à-dire un système politique. La politique est donc un rôle essentiel non seulement dans le développement de la nation mais dans la vie de tous les citoyens.
Avant l’arrivée des colonisateurs en Afrique, les africains avaient les systèmes politiques indigènes autrement dit, un type de système politique basé sur la tradition. Ce système consistait à choisir leurs leaders d’un groupe de famille spéciales ou par le conseil de leur dieu, la personne ou la chose qu’ils vénèrent. Les africains commençaient à pratiquer la méthode de gouvernement d’aujourd’hui. La méthode nous permet de nommer des leaders par l’élection en leur donnant tous les mêmes doits au pouvoir. Mais qu’est-ce que c’est la politique ? Le terme politique est défini de plusieurs manières.
Le dictionnaire Petit Larousse définit la politique comme un relatif à l’organisation et à l’exercice du pouvoir dans l’état : Aussi, comme l’ensemble du pouvoir d’un état, manière de les conduire.
Le dictionnaire Oxford Advanced Learners définit la politique comme les activités concernant l’utilisation de pouvoir en vie politique et pouvoir d’influencer les décisions qui touchent un pays ou une société.
Selon Philip Foster, la politique est l’organisation méthodique, théorique et éventuellement pratique des actions d’un gouvernement au pouvoir sur des bases conceptuelles définies et finalisées en vue de maintenir l’équilibre social nécessaire au développement optimal et à la cohérence d’un ensemble territorial et de sa population, ainsi qu’à l’évolution de leurs rapports avec d’autres ensembles gouvernes. Ce mémoire étudie les systèmes politiques du Bénin et du Nigeria.
Le Nigeria est un pays de 923,768km2, ouvert sur le golfe de Guinée. Il est limite au Nord par le Niger, à l’est par le Tchad et le Cameroun et à l’ouest par le Bénin. Ce pays de 150 millions d’habitants est une république fédérale composé de 36 états et d’un territoire fédéral, la capitale est Abuja. Il y a environs 450 langues locales, mais l’anglais est la langue officielle.
Le Bénin est un petit pays de l’Afrique de l’ouest. Il a la forme d’un coup de poing enfonce dans l’Afrique à partir de Golfe de Guinée. Il est coince entre le Nigeria à l’est, le Togo à l’ouest, l’océan Atlantique au sud, et le Burkina-Faso et le Niger au Nord.
Sa capitale officielle est Porto-Novo. La population du Bénin est d’environ 6.2 million personnes, mais le français est la langue officielle.
Ce qui nous a motivées à choisir le thème est le désir de voir l’histoire du Nigeria et du Bénin, d’expliquer et de comparer les types de système politique des deux pays.
Tout le long de ce mémoire, nous allons étudier le système politique du Bénin et au Nigeria.
Dans le premier chapitre, nous allons voir l’histoire des deux pays. Dans le deuxième chapitre, nous allons d’abord traiter l’évolution de la politique en Afrique, ensuite passer au rôle des moites coloniaux et enfin étudier les types et système politique. Dans le troisième chapitre, nous allons d’abord voir les systèmes politiques Bénin et Nigeria de l’indépendance jusqu’aujourd’hui, ensuite étudier les similarités des deux pays et leur fonctionnement. Dans le quatrième chapitre, nous allons mettre en relief les implications du système politique au Bénin et Nigeria. La conclusion sera une synthèse de toute notre étude.
Chapitre 1
Bref historique du bénin et du nigéria avant l’independance
1.1 Bref historique du Bénin
L’histoire du Bénin correspond à celle de ses différents royaumes d’Allanda d’Abomey, de Porto-Novo, de Ketou, de Tchaber, de Nikki, de Kouande et de Djougou.
Bien structures étaient pourvues de centres urbain fonctionnels. Elles avaient développé un commerce locale basé de le XVIIe siècle sur la traite des esclaves puis sur celle du palmier a huile après l’abolition du commerce negrier en 1807. Cette économie de traite a favorisé l’installation le long du côté. (Surnomme côté des esclaves) de comptoirs. Commerciaux contrôles par les Anglais, les Donois, le Portugais et quelques français.
En 1704, la France est autorisée à construire un port à Ouidah tendis qu’en 1702, les Portugais fondent Porto-Novo. En 1863, le premier protectorat qui recherche de l’aide face aux protentions du roi, d’Abomey et attaques des Anglais implante à Lagos. La même année, Gilele roi d’Abomey autorise les français à s’établir à Cotonou.
En 1882, le Souverain du royaume de Porto-Novo signe un nouvel accord de protectorat avec la France qui envoie un résident français charge d’assister le roi.
En 1889, le Dahomey est colonisé par la France, un décret établit la dénomination des nouveaux territoires : colonie du Dahomey et ses indépendance avec l’octroi d’une autonomie que ce territoire gardera jusqu’au 18 octobre 1904, où il est incorporé à l’A.O.F (Afrique Occidentale Français) Le 4 décembre 1958, la République est proclamée et le 1 août 1960, il devient indépendant. La ville de Porto-Novo située en bordure de la Lagune devient la capitale commence alors une période de turbulence politique fort mouvementée jusqu’à l’expérience Marxiste Laniste instaurer le 30 Novembre 1975 et qui n’a pas non plus permis de régler les grands problèmes de la nation.
En décembre 1989, après 17 ans de régime Marxiste, le président Kerekou accepte une conférence d’autocritique qui sera convoquée du 18 au 19 février 1990 sous la présidence de Mgr. De Souza, archevêque de Cotonou. Cette conférence des forces vives de la nation met en place premier ministre Nicéphore Soglo.
Au terme des élections présidentielles de Mars 1991 organises sous le siège du multipartisme, Nicéphore Soglo est élu de la République avec plus de 67% des suffrages exprimes.
Depuis, le Bénin fait figure de référence et pays modèle en Afrique subsaharienne en réussissant une transition démocratique sans effusion de Song ni coup d’état.
1.2 Bref historique du Nigeria
Les recherches archéologiques témoignent d’un peuplement du sud ouest du Nigeria 9000 ans J.C. Les éleveurs du 4e millénaire pratiquaient la céramique et la microlique. Au sud, les populations de chasseurs cueilleurs se sédentarisèrent et commencèrent à vivre de l’agriculture autour du premier millénaire avant B.C. Le travail du fer est attesté au IIe siècle. La première civilisation connue au Nigeria est la civilisation nok, apparue sur le plateau de Jos, au Nord-est du pays, environ 1000 ans avant Jésus Christ. De IXe au XVe siècle, le territoire de l’actuels Nigeria était divisé en plusieurs états correspondant peu ou prou aux actuels groupes ethniques dont les royaumes yoruba, le royaume Ibo de Nri, le royaume Edo du Bénin, le royaume Haoussa et les Nupe. De nombreux petits états du sud et à l’ouest du lac Tchad furent absorbes.
Les Européens, au XV siècle, entrèrent en contact avec le royaume du Bénin et créèrent sur la côté des comptoirs pour la traite negriere autrement dit le trafic d’êtres humains, dans le delta du Niger d’où le nom de côté des esclaves donne a cette région du golfe de Guinée. Ces marchants bénéficiaient de la collaboration rémunérée de tribus guerrières.
Au XVIe siècle, les Britanniques, aussi explorèrent la côté souvage à la recherche de défenses d’éléphants, de poivres des Européens posèrent une compétition par la domination de la région, mais après les congres de Berlin en 1885, les Britanniques dominèrent la région du Nigeria.
