QUALITY CONTROL AS AN EFFECTIVE TOOL FOR EFFICIENT PROJECT DELIVERY


ABSTRACT

The construction industry has been characterized by improper quality control, inadequate planning and project abandonment. It is important to understand the benefits of quality control identify and reinforce good practice, to achieve this questionnaire was designed and distributed oral interview were made together with literature review.

It has been noted that quality control is averagely adhere to in most construction sites, the use of quacks instead of professional and inadequate supervision has been the major problems inherent in the construction industry today in our country.

Government should make it mandatory that buildings carry certificate of fitness for human habitation. Procurement method in use should be amended to allow professional builders to be more actively involved in the project from the planning, design and construction stages to ensure the build-ability and maintainability of the project.


CHAPTER ONE

1.0 Introduction

1.1 Background of the Study

This research works deals on harnessing the intricacies of effective quality control of a project towards achieving a meaningful and more efficient project delivery. However, this work is out rightly concerned with the examination of certain managerial tools and techniques that are quite necessary in devising how to coordinate all of the activities that go on in a given project; developing a realistic schedule, controlling and monitoring the progress of the entire given project. It is also written to improve the standard of services provided to the client and beneficiaries through the implementation of quality control into the project.

However, quality control costs can be reduced by the inspection of variables in the production process; these include the raw-materials, materials that go into the production processes, work in progress and the machinery used.


1.2 Statement of the Problems

Lack of adequate planning and supervision have posed many critical problems to the construction, manufacturing industry and other works of life, which has resulted into incessant project delivery which is becoming very predominant in our country Nigeria. Meanwhile from the research carried out on this context the following problems were identified and stated below:

a) Improper assessment of tender documents

b) Poor resource allocation

c) Poor material selection

d) The inability of the project team to adhere to standard.

e) Lack of training of personnel

f) Improper planning, schedule and activity definition

g) Improper record keeping and documentation

h) Ineffective leadership and control


1.3 Aim and Objectives of the Study

The thesis is aimed at gaining a better understanding of the benefits of quality control, identify and reinforce good practice. Critically reviewing the process of quality control in a project planning, programming and its techniques. Which enable the project team to organize their work to meet the classic triple project constraints for efficient project delivery.

The objectives of the study comprise of the following:

a) To maintain quality standard

b) To ensure customer's satisfaction

c) To reduce the costs associated with scrap

d) Influence of government policy on execution of project.

e) Project monitoring and controlling.

f) Causes of unsatisfactory project delivery

g) Importance of effective planning and supervision


1.4 Significance of the Study

a) This research is deemed necessary because it provides the most economic and effective means of achieving maximum and acceptable standard for a give-project through quality management of the available resources and materials.

b) It is to help organizations to identify and harmonize overlapping regulatory demands interdependencies that cannot be seen using spreadsheets and gives stakeholders transparency and visibility; while guaranteeing that the management process is implemented with a quality punch.

c) The research will also provide an analytical technique for resource allocation to ensure that the project is completed within finite resource limit. And will benefit the manufacturing industries, construction and construction management oriented firms.


1.5 Research Questions

In other to carry out this research work effectively, the researcher is here by guided by the following questions.

What are the elements of quality control?

How does government policy affect quality control?

What are project delivery constraints?

What are the effects of not implementing quality control on any given project?


1.6 Delimitation

This report or research study is delimited on the general procedure of quality control in project using different quality control elements or tools to achieve efficient project delivery. The various sections from which information was elicited from contractors, professionals in building industry, clients, beneficiaries, and other stakeholders.


1.7 Limitations

It is obvious that research work cannot be carried out without much difficulty in the study whereby the research topic was limited to construction industry alone. Among the problems encountered were financial constraints, obtaining information from contractors whose work failed and inadequate statistical data on number of construction works that had failed in Imo State.


1.8 Definition of Terms

Quality: Is the totality of characteristics of an entity that bear on its ability to satisfy stated or implied needs

Quality Characteristics: It relates to the attributes measures and methods attached to that particular product or service.

Quality Plan: This describes the conditions that the services and materials must possess in order to satisfy the needs and expectations of the project stakeholders.

Quality Assurance: Is a process to provide confirmation based on evidence to ensure to the client, beneficiaries, organization management and other stakeholders that product or services meet expected needs and other requirements.

Quality Audits: These are structured reviews of the quality management activities that help identity lessons learned that can improve the performance on current or future project activities.

Quality Control: It is the use of techniques and activities that compare actual quality performance with goals and define appropriate action in response to a shortfall.

Quality Improvement: It is referred to the application of methods and tools to close the gap between current and expected levels of quality by understanding and addressing system deficiencies and strengths to improve, or in some cases redesign project processes.

Cost of Quality: It is the sum of costs a project will spend to prevent poor quality and any other costs incurred as a result of outputs of poor quality.

Poor Quality: It is the waste, errors, or failure to meet stakeholder needs and project requirements.
