PROBLEM OF EMPLOYEE'S MOTIVATION AND PUBLIC SECTOR PERFORMANCE


ABSTRACT

The study gives a suitable detail of the problem of employee’s motivation and public sector performance. It is obvious that most organizations are affected with this problem of motivation. The project entails how employees in a particular corporation can be motivated to yield maximum output on productivity. The significant of study is stated on how to help in any prastatals and industries in the country. Finally, the objectives of the study include among other things are to: ascertain whether the supervisor style has an effect on motivation in Nigeria Industry Corporation, find out whether highly motivate staff achieve success in the absence of good place or effective organization structure, find out whether motivation can lead to an organizational effectiveness in Nigeria country, unravel the defects of the motivational measure in organizational company in Nigeria, and offered suggestion on how best to use motivational tools on organizational company workers to achieves greater output.


CHAPTER ONE

1.1 Introduction

Human efforts are required to achieve the goals of organization. The overall performance of an organization is directly dependent on the amount of effects positively applies by the works individually or collectively towards attaining the desired goals commitment of employees is a reflection of the level of their motivation. The concern of management about performance is directly a concern about motivation.

The word “motivation” originally was derived from latin word ‘mover’ which means to move. Different authors and researches differ in their definition of this term. According to thes and Bond itch (1977) motivation is the condition responsible for variation in the intercity, quality and direction of going behaviour.

Most it not all behaviour is caused by individual attempts to satisfy his or her needs. The worker does to satisfy his or her needs, it the organization is capable and willing to satisfy needs the work would be motivated to exert effort to work or where in country is the case, the worker is either not willing to engage himself at work and where he has no option, he does the work and does it grudging.

Since motives are essential requirements in the understanding of employee’s behaviour they are grouped in many different ways, we shall examine the topic in the division of basic and higher heeds.

In the olden days, the concept of motivation was simply hot to get more out of people but the old practice change during the scientific management. The famous Hawthorne experiment of the late 1920s and early 10935 set new course for management in its concept of motivating employees.

The conclusion of the study was as follow: human performance is the situation was not solely a functions the attitudes or skills that the employee brought to the work, place that the average workers dail indeed think about the job, had various kings of reactions to it and most importantly believe his feeling affected how hard he worked.

Armed with this information, managers delivered into more researchers on how best to motivate emerged the new bread who called themselves the human relation and lastly the behaviour scientists.

Before a manager can understand and effectively carryout this function of motivation, he must therefore be informed and thoroughly understood what motivates his subordinates at work.

This is because individual differ in their want and aspirations and must be treated as such. The presence of these unsatisfied needs in individuals induces them to worker


1.3 Statement Of The Problems

These has been low productivity in the production which leads to fall in the standard level of the economy. The insensitivity of management towards the workers welfare have led to strike, low supply agitation and low productivity evident in public sector start in Nigeria.

Therefore, there should be a proper and thorough investigation or research on the low productivity of company. The research did not carried out will because of more harm, than good to the Nigeria economy.

For the employees who represent the most relevant portion of the asset of the corporation there is needed to prove in to welfare of the workers.

The will include a insight on general performance give portion of public section (employee) and gives a possible research solution on how to motivate the worker or employees to be more effective and efficient.

From the for-going the question that one should ask is “How can the public sector corporation staff-be motivated? How can they stop the problem of productivity? And how can they contribute toward boasting the economy Employee motivation in public sector.

The work of employees in public sector is noble job no matter how simple: their work is still serving the public, this value of their work and their performance if not properly compensated with basic and equal rights may create a problem on the workplace. Employees who suffered from low paying and low moral job would feel inadequate and may tend to demand more than they deserved- Employees who feel that same way may take advantages of their position that may lead to low performance and negligence until they may find themselves looking for another job that can appreciate their qualification and will give them a bigger salary or worst they may be involve in such illegal activities including corruption.

Public employees may tend to use their time sleeping on the job, taking bandy clock, using fund and problems like these ones. This has been the problem of many government agencies including the ministry of external relation in Angola.

The Angola government since then has been developing employee motivation and performance appraisal programme for public servant is, they tend to measure such inadequacy of employees to bring about changes in their performance in their particular position and respective government agencies where they belong. But until today the problem of poor performance still arises in many public sectors. The Angolan government has provided public employees with equal opportunities to work based on their competencies and qualification which is fair and just.


1.4 Aim and Objectives of the Study

The aim of the study is to examine the problems of employee’s motivation and public sector performance. In achieving this aim, the following objectives were set out as follows;

  1. To determine the extent to which motivation tools can enhance productivity at public sector performance.
  2. To ascertain the level at which employee are motivated by the management of the organization
  3. To look into how motivation can lead to efficiency and effectiveness in public sector performance.
  4. To ascertain the relationship between supervisory style and motivation in the organization
  5. To make recommendation on how base to motivates employees in order to achieve the desired objectives.

1.5 Research Questions

The following are the questions outlined for the research work;

  • What is effect of motivation on the employee’s productivity at public sector performance?
  • To what extent has motivation played a greater role in the performance of organization company staff?
  • What are the motivation tools uses by the management of organization order to enhance productivity?
  • How motivation is related to efficiency of employee of Organization Company?

1.6 Research Hypothesis

H0: There is no significant impact of motivation on the employee’s productivity at public sector performance

H1: There is no significant impact of motivation on the employee’s productivity at public sector performance


1.7 Significance of Study

The study is to look into how employees can be motivated in on to achieve the organizational goals. The study is to investigate the public sector and to put an end of problem of motivation negligence especially in organizational company. The study will enable us to forecast or research for the future on how motivational process can put public sector on the progress,. The study also enables individual or researcher to known more detail about the organization company in Nigeria.

The significance of the study made us purpose for a future manager who will motivate employees who think that public sector is no man business.

The management of organization will be able to realize the retail role plays by motivation in achieving the overall organization objectives it would also be useful to this enterprise, under study as to make modification in their motivation policy as this will sanitize them to their areas of shorts comings.

Lastly, the study will have impact to the literature on these aspects, thereby serve as a ready research reference sources to researchers and scholar who might be interested in the practice application of motivation in business organization.


1.8 Scope Of Study

The center had intend to cover all the organization company in the country by was limited to the tester division of organizational company. The particular area has been chosen because of the center’s belief on the major business or organization.

Furthermore, it is not intended that every operational section of the organization will be covered or is it intended any scope beyond employee motivation with in the name public sector.


1.9 Limitation of the Study

In the course of carrying this project, the researcher was financially constrained to a great extend by the adverse situation in the country in her attempt to visit all of the company work was in accessibility to areas/ persons where the needed information required could be obtained.

Attitude of some workers of the company also untied the scope and facts available to the researcher, as they were reluctant to speak on the topic. However, it is sufficient to say that in spite of all the above, the high lighting the impact of motivation of the employees performance.


1.10 Definition Of Terms
