
IMPACT OF EMPLOYEE WELFARE IN ENHANCING ORGANIZATION EFFICIENCY
ABSTRACT
This project work centers on the topic the impact of employee welfare in enhancing organizational efficiency (a case study of Imo State public service). It is divided into five chapters.
Chapter one comprises of introduction background of the study, research question, significance of the study, scope/delimitation of the study and definition of terms.
Chapter two also comprises of literature review, introduction, historical antecedent, public services definition.
Chapter three comprises of research design and methodology. Introduction, research design and methods sources of data, method of data collection population of the study and sample size determination.
Chapter four comprises of data presentation, analysis and interpretation, introduction and analysis data.
Chapter five also comprises the summary its findings and made appropriate conclusion. The also went further to make some recommendation.
CHAPTER ONE
1.0 Introduction
1.1 Background of the Study
When we talk about or talk of employee welfare for enhancing organizational efficiency we have to bear some certain thing in mind, employee welfare is simply the wellbeing of the employee in an organization, when employee are in the good state it intends to help in the productivity and efficiency of the / an organization.
Every worker/employees have some or certain needs in an organization in which they need the organization to provide for them such that it can motivate them in working harder thereby contributing to organizational efficiency. Such need may include (Transport needs, Accommodation needs safety in the organization (securiety).
Therefore for the purpose of this study the researcher focus is on the need of (employee welfare in an organization)
They aim is to discover the impact of employee welfare in an organization using (a case study of the Imo State public service).
1.1 Background of the Study
This public service is not a creative of modern times this fact was noted by Adebayo while making reference.
According to Adebayo (1982) public service has its root in ancient civilization it is on record that dating back to 462 BC provides a renewed leader in ancient Greece introduced as scheme for the contained participation in public administration by citizens who had to work daily for their living.
The ancient Chinese emperor during the flaudymosty. 202 B.C recognizing the need to have a permanent body of officials to implement government decision.
1.2 Statement of Problems
Many vulgar words have been in recent time to describe The public service in the country especially the Imo-State and bureaucracy as synonyms and as if both of them conjure image of hope lenses and failure. But according to D. Brie Land, et al (1980) elaborated bureaucratic structure are characteristic of our society.
Bureaucracies are not automatically bad. They reflected the high degree of specialization fund in business industry and government they by to keep differentiate functions efficiency and productive. From the foregoing. It is even why the business sector has been performing marvelously well while the public service cannot justify.
The objective for which it was set up the Imo —State public service exhibits all the features of and other public service in the country. It has been alleged that closer work like regular supply of electricity, water, bus services, total absence of government homes for the workers bathrooms and water, closets officers and lack of insurance training policy for the worker are the factors which render the weeks of the public services in Imo State immobile. It is to study problems that this study has been undertaken. The study will reveal the tone facts.
1.3 Objectives of the Study
The objectives of the study are as follows:
- To do a comprehensive and systematic analysis of the civil service in Imo-State and the alleged factors that breed inefficiency in that vital organs of the executive branch of government.
- To determine the relationship between welfare services and increased productivity.
- To determine a relationship between a well articulated welfare services and industrial harmony in public organization
- To establish the extent the absence of a well articulated welfare scheme can impale performance.
- To recommend towards a more efficient and effective public service in Imo-State.
1.4 Research Questions
In order to fulfill the research objectives,The following research question was posed and would be addressed.
- To what extent do well servants in Imo-State receive welfare service?
- What is the relationship between the provision of welfare services and productivity in the public service?
- Is the payment of salaries and wages the only motivating factors for workers to put in their best in an organization?
- What are the things that constituted welfare services in the Imo-State public service and how are they administered?
- What are the problems associated with administration with administration of welfare of welfare service and how can they is solved?
1.5 Significance of the Study
This research work will reveal the causes of failure and administrative income petences in the public service with special reference to Imo-State public service it will expose the fact that it is not enough to pay workers salaries and discharge their functions effectively and efficiently. It will proffer to scholars of public that welfare service and other incentives in the public service come large on the performance of the workers. The research will also erase the origin of the civil service and the welfare incentive system vis-Ã -vis productivity, as well as providing the structure of the public well and the strategies for enhancing the performance of the public services.
1.6 Scope of the Study
The essence of this study is to establish the relationship between productivity and the availability of welfare service in the public service. Due to the huge financial involvement in the research complied with the longest academic actually of the researcher; this study will be limited to Imo-State public service among the following ministries.
- ministry of information Owerri
- ministry of education Owerri
- ministry of health Owerri
- ministry of works and housing Owerri
The research went to the ministry mentioned above, several times for the collection of the materials relevant for the study. The above ministries were selected and a sample population was lessened the financial burden, the researcher encountered on this research.
The respondents sampled were very co-operated with the researcher of the hundred questionnaires administered, all were duly returned.
1.7 Definition of Terms
Bureaucracy:
This is that thing that gives the organization the shape the form in the absence of which there is Chaso, in short it is organigram.
Efficiency:
It refers to the relationship between input and output, effort and results, expenditure and income, actual performance and result actual performance and standard performance, and between actually and maximum possible results (Ejiofor 1987).
Motivation:
This can be defined as an entity that impelled one to action of a particular type (Ejiofor 1984)
Productivity:
This is the seeking of improvement in ways and method, equipment, use of material system of procedures, manpower especially by the application of diagnostic and betterment techniques.
Welfare Service:
According to Armstrong (1980) it refers to items in the total package offered to employees over and above salary which increase their wealth or well being at some cost to the employer.
