DESIGN AND IMPLEMENTATION OF COMPUTERIZED CIVIL SERVICE PERFORMANCE EVALUATION SYSTEM
ABSTRACT
Civil Service Performance Evaluation System is an application software system that process, accept and organizes Civil Servants' data to information for managerial promotional decision making purpose. The aim of the study is to Design and Implement of Civil Service Performance Evaluation System. In achieving this aim, the following specific objectives were laid out to design and develop an application software that will: improve the promotion process of Civil Servants, who are normally stagnated in one grade level for many years, help curb the malpractice encountered in the preparation of staff seniority list and nominal rolls, and ensure that the service commissions will always have a stand by record of its entire staff installed in its computers for easy access and use for promotion. The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The programming language used is HTML, CSS, JAVASCRIPT, PHP, SQL and JQUERY. The reason why web programming languages was used is because, it is platform independent and it is a web based application. This project will be of benefit to: Federal and State Civil Service Commission to facilitate promotions of their staff. The expected result is an electronic application software that will evaluate Civil Servant performance from daily records such as: working throughput, attendance and daily objective accomplishment. The system will generate accurate civil service performance record for evaluation and promotion purpose.
CHAPTER ONE
1.1 Introduction
Promotion is the gradual upgrading of the Civil Servants in Nigeria. The upgrading of the Civil Servants is a motivational incentive for greater productively. Motivational needs are of total importance and significance because the success or failure of any organization is largely determined by the output of such organization. There have been cases of inefficiency in the public bureaucracy especially the local government system. The resultant effect is that many of such local government system, finds it difficult to meet up with the demands made on them by the citizenry. Multitude of them fails in their task of rural development. It has been suggested that the situation is not unconnected with poor promotion process of the Civil Servants. Therefore, it is vital that effective computer design systems are installed in the local government as well as local government service commissions to facilitate quick promotion process. The local government service commission has been empowered by law to promote the senior Civil Servants working in the local government system.
As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitations of the Study and Definition of technical terms.
1.2 Background of Study
Performance systems, in various forms, have been employed for nearly two millennia. In the third century AD, the Chinese were not only using performance appraisal systems but were critiquing each other’s been biases in their evaluations of their Civil Servants. During the Industrial Revolution of the 18th century, factory managers became aware of the importance of their Civil Servants’ performance on their production outputs. The development of the philosophy of performance evaluation systems in America has been attributed to such researchers and philosophers as Peter Drucker and Douglas McGregor, who developed ideas of management by objectives (MBOs) and Civil Servant motivation. Spiegel reported in 1962 that by the early 1960s more than 60% of American organizations had a performance appraisal system. The system’s popularity stemmed from the Army’s implementation of a performance management system for its officers. Since then, researchers have continued to develop theories of how different performance evaluation methods can contribute to the success of the organization.
The success of any organization depends on the quality and characteristics of its Civil Servants. The Civil Servants become a significant factor in any organization since they are the heart of the organization. Organizations simply cannot achieve their goals and objectives without them. However, it is a fact that any Civil Servant for that matter needs something to induce him or her to look forward to so that he or she is motivated to work at the best interest of the organization. The organization’s key aims, goals, and objectives become an embedded part of the process in the performance management and communicated through the performance appraisal process. Performance appraisal is “an approach which involves managers making a top-down assessment and rating the performance of their subordinates at an annual performance appraisal meeting”.
1.3 Statement of Problem
Organizing the promotion process has a great problem to the Enugu North Local Government Area. The processes involved are often inaccurate due to incorrect information. Information’s are collected hapardly.
- The compilation of senior staff nominal roll by the various departments in the local government is often inaccurate due to lack of correct information.
- The compilation of the staff sonority list is often distorted through corrupt practices. This is because there are no effective computer systems to check it. Therefore promotion according to seniority is derived.
- The compilation of the senior staff nominal roll is done manually. This wastes time in the promotion processes.
The above-mentioned problem is the systems have prompted the researcher to look for ways of curbing the collection of senior staff data manually.
1.4 Aim and Objectives of Study
The aim of the study is to Design and Implement of Civil Service Performance Evaluation System. In achieving this aim, the following specific objectives were laid out as follows to design and develop an application software that will:
- Improve the promotion process of Civil Servants, who are normally stagnated in one grade level for many years.
- Help curb the malpractice encountered in the preparation of staff seniority list and nominal rolls.
- Ensure that the service commissions will always have a stand by record of its entire staff installed in its computers for easy access and use for promotion.
1.5 Significance of Study
The implementation of this research for the improvement of the promotion scheme will help the case study to improve and facilitate the promotion process. The computerized design will also help the Enugu state govt. service commission punctual and accurate in carrying out the promotion process of the local government councils with and outside the state to implement the design to improve promotion productivity.
The research design will also help both the federal and state civil service commission to facilitate promotions of their staff. Finally, the research will be an addition to the research work already done on the topic.
1.6 Scope of Study
The study focuses on the Design and Implementation of Civil Service Performance Evaluation System.
1.7 Limitations of the Study
During the course of this study, many things militated against its completion, some of which are:
- Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
- Research material: availability of research material is a major setback to the scope of the study.
- Frequent power failure: This made the researcher append more money on fuel to ensure sustainable power.
- Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).
