DESIGN AND IMPLEMENTATION OF AN AUTOMATED SYSTEM FOR GENERATING REVENUE
ABSTRACT
Every government establishment has a means of generating money, which is accountable to the government body. Individual group and companies contribute their own quota to the development of their society in different ways.
This project study analyzed the concept and operations of revenue generation system as it is carried out by Enugu South Local Government Area. The entire system was critically analyzed, the problems hindering the smooth operations of the system were detected and possible solutions were provided for effective operation. Data entry procedures and mode of processing operations were critically analyzed and necessary modifications were affected.
A new computerized system was designed to enable effective workflow and work output. The system makes work easier, faster, more accurate, more reliable and comprehensive. Reliable recommendation for adequate maintenance was also provided in the work.
CHAPTER ONE
Introduction
Revenue generation is a means through which government establishment hunt for money, which will be accountable to the government purse for executing its projects, and the money collected from different areas like market, advertising unit, road transportation etc. are being monitored by a group of people referred to as known as the monitoring unit. The government in this case, expects members of the society to contribute to the affairs of the nation.
The rate of contribution depends wholly one ones income. Individual contribution is according to their income rate, while groups or companies contribution is according to their sizes. The money generated or collected through this means is used by the government to achieve its budget proposals. The government mapped out different means of revenue generation and all these tend to provide fund for societal development.
The task of revenue generation is a bulky one, in the sense that it consumes a lot of space, starting from compilation of list from receipt issuing to those paying, complex calculation involved to produce rate according to income earning or size or size of an organization is never an easy task to work on. Also keeping record of data collected and fast retrieval is also very difficult through the existing system.
The existing manual system towards the compilation of revenue and the monitoring unit makes it look difficult and boring for people under revenue generation department in Enugu South Local Government. With these, it can bring about fraudulency and delay development. The new system developed in this project work takes care of the problems arising from the old manual system, therefore making computation for easy for revenue generating workers.
1.1 Statement Of The Problem
Working with the revenue-generating department was not an easy one due to some problems listed but a few below, facing the department in Enugu South Local Government Area.
- There are not enough qualified personnel’s in the Management Information System (MIS) department to cope with the load in the department.
- There is no special incentive to the management information system (MIS) department to reflect the tedious nature of their job.
- During entering and calculation, data are wrongly worked on, this in effect reflects on the result of the computation made.
- Because it can be bring about fraudulency, a lot of fake receipts are encountered.
- Searching of records in files in the file cabinet takes a very long period and make thing very boring.
- Due it its boring nature, some workers in the revenue generating department sometimes shy away from going to work.
1.2 Purpose Of Study
The primary aim of this project work is to look into the operations of revenue generation system in Enugu South Local Government Area and come out with a new computerized design that will be more effective. Also to vehicle, the bulky and boring nature of revenue generation.
Another aim is to reduce the inadequate fund from revenue and the space occupied by the volume of data in shelf and file cabinets.
The new design is timely, accurate and comprehensive in work output.
1.3 Scope
The project work covers the area of data entry, information storage and retrieval, data update and how they are being watched or monitored as it concerns revenue generation at Enugu South Local Government Area. This include:
- How data is collected
- How data is being processed
- How data are stored for future usage
- The method to be used for data updating
- The method to be used for information retrieval
- The method to be used for adequate report generation
