AN ASSESSMENT OF MIS IN HUMAN RESOURCES MANAGEMENT


CHAPTER ONE


Introduction

1.1 Background Of The Study

A management information system (MIS) is generally computer based. It is a combination of hardware, software, people procedures and data. The system provides managers with on-demand reports and inquiry capability as well as routine periodic report. This allows decision makers to make better more informed decisions. An essential requirement of an MIS is feedback. The main objective of MIS is to provide information to all levels of management and at the most appropriate time at an acceptable level of management and at economical cost information is critical to success rate of business. It is the soul and the life blood of any business organization. The dynamic and competitiveness of the business environment require that mangers be equipped with accurate and adequate information which must be promptly available for effective decision making process. The ability of a manager to respond to changes is dependent on his ability to gather adequate information using latest technologies.

Adesina (2002) identifies some key areas where computer is applied including human resource management. Computer systems can be used in the preparation of payroll. All necessary inputs and calculations required to produce output such as pay-slips, credit transfer, deduction and the required management report can easily be done using the payroll system. Systems that can easily perform this operation include the account manager and the MS Access. MIS is also playing a key role in personal record keeping. MIS is used in developing personal database. A database is a single organized collection of structured data, stored with a minimum duplication of data items so as to provide a consistent and controlled row of data. MIS is also applied in manpower planning. Therefore in view of the significance of MIS the research seeks to provide an assessment of MIS in human resource management with a case study of the application of MIS in human resource management in First Bank Plc.


1.2 Statement Of The Problem

Information is critical to success rate of business. It is the soul and the life blood of any business organization. The dynamic and competitiveness of the business environment requires that mangers be equipped with accurate and adequate information which must be promptly available for effective decision making process. The ability of a manager to respond to change is dependent on his ability to gather adequate information using latest technologies. The complexity of the human resource function called for an efficient information database to provide information timely for management decisions and actions.

However many organization are still lagging behind in updating and maintaining a computer based human resource management system where personnel records and information can be easily accessed and acted upon. Therefore the problem confronting this research is to provide an assessment of MIS in human resource management with a case study of First Bank Plc.

1.5 Significance Of The Research

The research proffers an assessment of MIS in human resource management. It elucidates the nature of MIS and its functions and appraises its application in human resource management using first bank plc as a case study. The research shall serve as a veritable source of information to management experts and human resource practitioners.

1.7 Scope Of The Study

1.8 Definition Of Terms

MIS Defined:

Human Resource Management Defined:

Beer et al (1984) defined human resource management as that which involves all management decisions and actions that affect the nature of the relationship between the organization and its employers.

Personnel Records, Statistic And Research:

The department is responsible for keeping various records and statistics on staff matters that may be used for so many purposes.

Database:

A database is a single, organized collection of structured data stored with a minimum duplication of data items so as to provide a consistent and controlled row of data.

Manpower Planning:

Manpower planning is a process for determining and assuring that an organization will have an adequate number of skilled and experienced persons available at the right time and place performing jobs which meet the needs of the organization and which provide satisfaction for the workers involved.

Engagement:

Offer of appointment to those who emerge successful in the entire process.
